Victor passed away peacefully on July 12, 2016 at Surrey Memorial Hospital. Predeceased by his loving parents Doris and Ernest Elliott. Remembered by his brother Wayne (Cindy)Elliott, Jack (Nell) Stoughton, and numerous nieces, nephews, cousins, and friends. Victor was born in Winnipeg, Manitoba and came to Vancouver in the mid 1960s to pursue his career. He will be buried in Winnipeg with his beloved parents.
